This NCHE Webinar will:

  • Deepen understanding of the communications landscape to include digital and print media and assess communication needs and capacity for starting and maintaining a communication presence to determine possibilities for outreach.
  • Review the federal law language requiring outreach and coordination efforts for SEAs and LEAs.
  • Demonstrate first hand examples of best practices in action about the use and effectiveness of social media and outreach methods from three states (Montana, Nevada, and Pennsylvania) who will share their experiences using various outreach methods including social media to help elevate the requirements in the federal law and to assist with training, communication, and identification efforts in their states.
  • Highlight NCHE resources to support this work.

Providing Emergency Preparedness Supports for Students Experiencing Homelessness

Welcome to the pre-recorded webinar “Providing Emergency Preparedness Supports for Students Experiencing Homelessness,” hosted jointly by the National Center for Homeless Education and the Readiness and Emergency Management for Schools TA Center. Watch this video to learn more about incorporating the needs of students experiencing homelessness in School Safety Efforts, which include security, emergency management, and preparedness activities.

By the end of this session, participants will be able to:

  • Explain the criteria for a student to be considered a homeless child or youth (HCY) under the McKinney-Vento Homeless Assistance Act (MV),
  • Identify the basic rights of students experiencing homelessness and responsibilities for ensuring these rights, and
  • Explain the basic components of an Emergency Operations Plan (EOPP) and strategies to incorporate children, youth, and families experiencing homelessness.

Supporting English Learners (ELs) Experiencing Homelessness: An ARP-HCY Implementation Spotlight

The availability of ARP-HCY funding has increased the capacity of state education agencies (SEAs) and local education agencies (LEAs) to identify children and youth experiencing homelessness and provide them with wraparound services. SEAs and LEAs are required to contract and collaborate with community-based organizations to become part of a comprehensive system of support for children and youth experiencing homelessness who are members of historically underserved populations. In this NCHE webinar, we are joined by panelists from Bastrop Independent School District (BISD) and will explore the challenges faced by ELs experiencing homelessness, strategies for partnership and collaboration, and promising practices to sustain wraparound supports beyond the availability of ARP-HCY funding.

The American Rescue Plan Act (ARP), signed into law as the third COVID-19 federal stimulus bill in March 2021, appropriated $800,000,000 in new education funds specifically for supporting children and youth experiencing homelessness. Join the National Center for Homeless Education (NCHE), which operates the U.S. Department of Education’s federal technical assistance (TA) center for the Education for Homeless Children and Youth (EHCY) program, to:
– Review basic information about ARP-HCY funds, including key areas of funding focus and how funding is being distributed to states and school districts;
– Explore allowable usages of ARP-HCY funds; and
– Learn more about early state- and local-level ARP-HCY planning and implementation.

Doubled-up is the informal wording used to describe a concept included in the McKinney-Vento Act’s definition of homeless. It refers to shared living arrangements, some of which may be considered homeless, while others may not be, depending on various factors. Participants explore these factors in greater detail and ask questions about concepts covered throughout the session.
