Enrolling Children and Youth Experiencing Homelessness in School

This NCHE brief explains the key provisions in the McKinney- Vento Act related to the school enrollment of students in homeless situations, including sections on enrollment barriers, immediate enrollment, school selection, and full participation in school. Each section also offers strategies for State Coordinators for Homeless Education, local homeless education liaisons, and school personnel to ensure the successful implementation of key provisions, so that students experiencing homelessness are enrolled in school immediately and connected to needed services.

LEA Summary Statistics and Notes for Homeless Students Enrolled Data: School Years 2013-14 to 2015-16

The following reports include summary statistics for publicly released enrollment and demographic data on students experiencing homelessness who were identified by public school districts and for whom counts are reported annually to the U.S. Department of Education (ED) through State educational agencies (SEAs). The data include information collected at the local educational agency (LEA) level and contain suppressed information for counts of students equal to or less than two students. These data may contain duplicates as students may have attended more than one LEA over the course of the academic year.

It is more important than ever that liaisons, state coordinators, and other stakeholders regularly collect and use data to evaluate their implementation of the McKinney-Vento Act, as well as efforts undertaken as a result of related requirements in Title I, Part A of the Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA). Not only will this practice benefit students, but it is required by federal law. This guide will help liaisons access and evaluate data in order to better serve students who experience homelessness.
