CBO Collaboration: A Guide to Effective Collaborations with Community-Based Organizations to Support Students Experiencing

This brief provides comprehensive guidance on collaborating with community-based organizations (CBOs) to support children and youth experiencing homelessness (CYEH). The resource outlines the benefits of CBO partnerships, explains how to establish formal agreements such as contracts and memoranda of understanding, and offers considerations for choosing between informal and formal collaborations structures. The guide covers the use of McKinney-Vento subgrant funds for CBO partnerships, describes what CBOs and how they differ from state or local agencies, and presents real-world examples from school districts that have successfully implemented CBO collaborations. The appendix includes common contracting terminology.

This tip sheet was developed by the 21st Century Community Learning Centers (21st CCLC) National Technical Assistance Center (NTAC) in collaboration with the National Center for Homeless Education (NCHE). The tip sheet supports State and local 21st CCLC and Education for Homeless Children and Youths (EHCY) program leaders with understanding shared priorities and identifying opportunities for and benefits of coordination

CoC-LEA-RHY Program Crosswalk

The goal of this resource is to facilitate partnership among CoCs, LEAs, and RHY grantees as they serve children, youth, and families experiencing homelessness in the same community. CoC, LEA, and RHY partners also may wish to connect with other partner systems and community stakeholders -including child welfare, juvenile justice, mental and behavioral health, public housing authorities, and afterschool programs -as they develop and implement coordinated community responses to homelessness.               

This resource consists of an Excel workbook with contact information geographically aligned for:

  • Continuums of Care (CoCs) funded by the U.S. Department of Housing and Urban Development (HUD) that administer homeless response programming;   
  • Local educational agencies (LEAs/school districts); and   
  • Runaway and Homeless Youth (RHY) grantees funded by the U.S. Department of Health and Human Services (HHS) that administer street outreach, basic center, transitional living, and maternity group home programs.

In addition to contact information, the CoC-LEA-RHY Program Crosswalk includes basic data on students who experienced homelessness within each CoC’s geographical bounds.

This NCHE publication provides local homeless education liaisons and homeless service providers with a framework, strategies, and tools for more effective collaboration to improve the academic outcomes, well-being, and lifelong trajectory of young people who have experienced homelessness or trauma. The publication explores a framework for collaboration that accounts for stakeholders’ assumptions, vision, incentives, rules and regulations, organizational cultures, needs, and experiences; and includes resources and tools for practitioners to use in their efforts to collaborate more effectively.
