 Voices Amplified is a special four-part NCHE series. These listening sessions are meant to elevate the McKinney-Vento Act, partners in the field working with families, children and youth experiencing homelessness, provide insights, challenges, experiences, as well as opportunities for learning, growth, and partnership in the field. The first in the series is a “foundation setting” session, while the remainder of the listening sessions build on this foundation to highlight particular student populations experiencing homelessness including LGBTQI+ students, Black students as well as pregnant, parenting and/or caregiving students who are experiencing homelessness.

A Guide to Effective Collaborations with Community-Based Organizations to Support Students Experiencing Homelessness

This NCHE report is designed for State Coordinators for Homeless Education and local homeless education liaisons as well as community-based organizations that work with youth and young adults experiencing homelessness. The report highlights how collaborating, informally or formally (through contracts or other agreements), with community-based organizations can be an effective strategy for program implementation, describes effective strategies for collaborating with community-based organizations at the state and local levels and includes examples of collaborations between local education agencies and community-based organizations.

The American Rescue Plan Act (ARP), signed into law as the third COVID-19 federal stimulus bill in March 2021, appropriated $800,000,000 in new education funds specifically for supporting children and youth experiencing homelessness. Join the National Center for Homeless Education (NCHE), which operates the U.S. Department of Education’s federal technical assistance (TA) center for the Education for Homeless Children and Youth (EHCY) program, to:
– Review basic information about ARP-HCY funds, including key areas of funding focus and how funding is being distributed to states and school districts;
– Explore allowable usages of ARP-HCY funds; and
– Learn more about early state- and local-level ARP-HCY planning and implementation.

This NCHE brief provides an overview of the requirements to provide wraparound services for children and youth experiencing homelessness in the American Rescue Plan Homeless Children and Youth (ARP-HCY) program;
discusses the ways that ARP-HCY funds have expanded the services that state educational agencies (SEAs) and local educational agencies (LEAs) are able to provide to children and youth experiencing homelessness;
describes the opportunities and challenges for SEAs and LEAs in partnering with community-based organizations (CBOs) and providing wraparound services for children and youth experiencing homelessness;
lists strategies to build SEA and LEA Education for Homeless Children and Youth (EHCY) program capacity to provide wraparound services; and
